Yeah, that's a known problem that'll get fixed next version. The issue is that takeover happens when all bridges/cockpits are under control of the invaders, but if there's no bridges/cockpits, this never happens.
I am happy to report that this is now fixed in code, and will hence definitely be fixed in the next version. The new rule is: If an airship or building has no functioning bridge/cockpit, control instead changes when there are zero defending marines/grenadiers/guards.
This means that a building with no command center and no guards will get taken over instantly!
Nice to know that bug's fixed, but it's funny to think about the boarders just shouting "For the Empire! Attack!" while just standing there. It's almost as funny as corpses climbing ladders XD

I hit a bug a few times where the boarders never finish capturing buildings:
They just constantly say things when there are no enemies remaining but don't capture the building.
