First off, The ability for the AI to surrender.
let me give you an example.
No fleet commander, Admiral, Guard, or ruler in their right mind would send their troops to fight something like that. and no soldier in their right mind would try. And for the record that wasn't the end of the game, although it was the end of that faction.
Second, Paragliders, There was talk of paratroopers and i love that idea, but thinking about it, a world like Airships where technology was advanced so rapidly into the ability to fly it might make sense if there was some form of glider tech, the human race had ideas for those during the renaissance but the materials weren't available at the time, for a single man sized glider a tiny piece of suspendium would grant virtually unlimited glide time. These could be used as a form of advanced marine, were air marines are short range, and grenadiers are a bit better with their hooks, glider troops would be more long ranged, and capable of moving mostly horizontally rather than vertically, in fact because they use gliders vertical movement would have to involve circling the enemy for a prolonged amount of time to lose altitude, or letting go of the glider and dropping once they're above the target.
as for the suspendium bit i'm basing that off the fact that a chunk of it about the size of two people can lift a small to moderately sized airship, and that the un-powered bits found in floating rocks can lift huge chunks of earth, so even un-powered suspendium does provide some lift.
also i saw somewhere on here that the technology has been described as late 1800's to early 1900's the first glider was created in 1773, so with a bit of suspendium in the frame i can see a glider working practically like magic.

I think that paragliders are nice. It would be fun to see those marine troops use them.
Paratroopers are nice too though...
Disagree on the space issue. They should carry less weapons than standart troops to make them lighter. Means less space. Plus weapons should be shorter and more compact (to enable comfortable transporting + less air friction). Means less space.
The same should apply to paratroopers would they be implemented.
But I think there should me more of them in a team, coz it is easier to evade a paraglider.
Plus there should be a limit like "only a cargo door can be used to dispatch them".
I suppose it's not that easy to make, but itcould be fun.
Let's say, a room 3x2, 1 boat, 6 person,
Or/and a room 3x3, 2 boats with a delay before launch (deployment from a storage?), 12 ppl.
Or/and a room 4x2, 1 long boat, 9 ppl.
To make it more fun, the boat can go back to reserve and sailors will rejoin the fleet after the end of a battle, or u can land the boat and set sailors free, so they would join the fleet of the Power that will win the battle.
But again, it's more of a dream... I don't think this is required now, or any time soon.
