recently, when I was testing a very speedy <200 walker, my test-opponent (a light grenade fighter, also sub-200) blew up the coal bunker, and suprisingly, I was still able to tell it to move around reliably, at full speed, with (0/0) fuel left. I really don't know if there is more to say on the matter.
