What do you mean by improve speed? Do you mean that it physically doesn't power your ship, in which case it is probably a bug or separate issue of some kind. Or do you mean that your ship is ungodly slow when using sails or by extension that your vessel is powered by other means and you are attempting to improve your vessel's speed by adding sails, in either case the vessel is probably too large for the addition of sails to make any appreciable difference.

Sails are actually something I'd reserve to very small fighter-esque ships or larger ships built out of extremely light materials. (I.E. Wood Armour or even Wood Walls)
They give speed, most of my heavy armored battleships are propulsed by sails, they are slow, very slow indeed :D, but are very efficient in general terms (Little crew and no coal consumption = + lift in exchange of speed)
