So in multiplayer sometimes after some long heated battles and the dust settles the two sides will no longer have a way to harm each other. Often times it ends up being a airship almost out of ammo landing behind a bunker and pausing fire. Both sides sit there with no path to victory. I think it would be helpful that after 3/5 minutes of no ships damaged there should be a stalemate declared and the game will end.
Also a optional stalemate button on top could be introduced so that if both players hit it a stalemate will also be declared. Useful in a situation where both sides are still fighting but painfully slow. Example, two steel bunkers with rifles shooting at each other waiting for the other to run out of ammo.
Also could try to do some system of if no ships are damaged in 3/5 minutes the side with more value left in remaining ships left wins but I think the stalemate option would be easier.
I agree, although i think you would find 3-5 minutes an eternity in the game. I think the lingering stalemate battles have been occurring more often lately (maybe up from 2% to 5%).

Two ideas which might reduce the frequency of "inexplicable" outcomes:
(i) If neither side shoots or moves for 30 seconds, enforce a draw.
(ii) To achieve victory, you must have at least one unit capable of moving and firing [edit: or boarding].
That's also how it works now. If nothing interesting happens for a while, the game will eventually draw.
I said 3-5 minutes cause maybe 1 will run out of coal or another factor will come into play, I think 30 seconds is a little too short, maybe 1 to 2 minutes than. Someone could be waiting on the enemy to run out of coal or their own ship to run out to kamikaze into an enemies last vessel.
I have had battles where %75 of my forces are still intact as bunkers and they have 1 sad unit hiding behind mine on the ground with firing paused, pretty frustrating.
I like the idea of a stalemate button. There should be auto-detection of stalemates, but the game is complex enough that it can fail. In particular, if a unit is still capable of moving and firing, but just doesn't, the game will assume that combat is still ongoing.
A stalemate button would be nice, as well as a time limit perhaps, default 15 minutes, can select 5, 10, or 30 for multi/singleplayer if you want as well.
Having something force the end of a battle eventually would be nice for us stubborn no surrender players.
