A few months ago I complained that heavy cannon were underpowered.
I think you fixed that when you changed the rules so that all weapons start loaded (previously light weapons got several shots in before the heavies finished their first 8 second reload).
In this version you reduced heavy cannon reload time from 8 to 6 seconds.
In my opinion they don't need this, if anything maybe 7 seconds?
Actually, my suggestion would be rather than make the heavies faster, make the normal cannons, which are a bit overpowered, imhho, slower to fire (especially as they have only 1 crew).
why would zark do that? cannons and heavy cannons are perfectly balanced to me, I don't know about you but I dont see any disfunctions with them...
why would zark do that? = because I suggested it from a disinterested point of view (I use heavy cannons a lot) based on several hours competitive (ie not solo) gameplay

If you'll go to my airships thread you'll see that most of my ships have 2+ heavy cannons, and that thread doesn't even have all of them. I think I may be a more avid Heavy user than you...
Also, might I add that heavy cannons deal a LOT of damage for their reload time, so I believe that making the reload time of heavy cannons faster would make them an OP weapon.
If you believe that Heavies and Normal Cannons are too OP on the enemy side, then let me allow you to know that heavies and cannons both have a weakness- their reload time, which is slow. I think there's a counter to everything in this game, and Cannons are no exception.
