My idea:
Expanded Covert actions system
While the system already in place is acceptable, I feel the expansion could make some effort to have the spy network mechanic be more in-depth. While nothing comes immediately to mind for me, there is ONE idea that I feel could go really well with the expanded spy system. Simply put, building ships in secret. I assume you are all aware that production of a ship is stopped once a city is conquered. Well, perhaps with some work, you could allow ships to be built in a province you have owned at some point. From which then, the ship built can attempt to take over the city once complete. It brings to mind huge, hulking war machines, assembled in the dead of night, hidden under a large tarp, and displayed as a "Ship in need of salvaging" to ward off suspicion. Of course, the larger a ship is (And the longer it takes to build) will affect the chances of being discovered, ceasing production.
The problem with an online campaign is actually a game design one:
Battles are realtime, and at a completely different time scale than the strategic map. So whenever a battle happens, the strategic map has to pause. So in an online campaign, you'd spend a lot of time waiting for battles between other players to conclude. Even with the ability to spectate, it would be very boring.
Basically, I can put in online strategic mode. It will set back the release date of the game by at least six months, and I think very few people will ever actually play it.
or maybe a multiplayer campaign where every player joins the fight, depending on their relations with the two main countries in that particular battle? (for instance, in WW2 where Britain and the us fought Germany and japan, and all the other allied vs axis countries)
Turn based could work... But why did you put the campaign idea in the expansion thread? This means post-release dlc. On the other hand, stuchris, your idea reminded of a concept I had quite a while back. (Stealth ships)

a similar idea, but slightly different:
stealth ships. ships that can go into cities unsuspected, and even start battle closer to the enemy citadel than any regular old ship.

Imagine 1-6 people duking it out on a map with airship battles, taking cities left and right.
