I'm wondering if someone could please provide the bare minimum package of files needed to have a loadable mod. In some of the examples I've looked at its hard to tell what is mod content and what is scaffolding. It would be great if there was an empty template I could start with.

Sure! The empty mod is a directory called mymod that contains one file called info.json, which looks like this:
"en": "My Mod"
This directory will be recognized by the game as a mod.
