If you want the players to be able to use the ships themselves all they have to do is put the designs under their "ships" folder instead of the mod folder. It's in the same location. they just go in the files and drag them over.
Maybe he's using bonusConstructions but that wouldn't be the same. Have you tried downloading his mod and looking it over?
I haven't fully examined the new release and maybe you're correct -- maybe there's a way to get your designs into the player list. But I'd need to grab the latest Cata mod to see what he's doing and fully document the update. Everyone is still catching up and it was a non-mod-critical update.
You could technically do it this way:
bonusConstructions / foldername
Adding that folder combo to your the root of your mod should work; but then the players can't see dragons and other unique designs. Personally I steer away from it unless it's a unique item. To each their own. :D
@Pompeii, sorry I'm late. a ship-pack is simple to make, just offload your designs into the appropriate folders and make sure you have all the required basic things a mod needs.
the prefix for those goes like playerbuilding/playerlandships/playerships

To upload a mod to the workshop, select the mod in the mods screen, and there'll be a button for it.
